TR during SOLAR01 upload

hi all

we are having only one solution manager system in the landscape  for SOLAR 01 and 02 . in the same system i had the configured the solar_project_admin for the  project setup and its has asked for the TR and given the  TR's and saved the project. the project created is template project.

Now i had handed over the system to my team to start uploading the documents in SOLAR01. for each upload of the documents in gen and proj documentation , it is asking for workbench TR to be entered.

i feel no TR's is needed to upload the documents. I had changed all the four settings in SCC4 and SE06 to modifiabale to all . But still its asking for the TR.

Please help here to resolve the issue.
