Field project grayed in ITSM(CHARM)

Hello everyone,

I'am using Solman SP13 and configuring ChaRM. i faced some problem. When i create follow-up document(Change Request) from Incident, field project is grayed.

I'am doing it with template user ch_dev_XXX (created from solman_setup). If i add to this user profile sap_all, field  project became editable.

Please help me find missing authorization for user.
