Approval Workflow Task in WebUI opens SMCR instead of ZMCR

Approval Workflow Task in WebUI opens SMCR instead of ZMCR when first executed. But when I go back and hit Execute button again, it opens up ZMCR as expected. Is there any setting which controls this?
