Where is the Alerting Framework

I need to perform a step in note 2054536 and it tells me to go  SAP Solution Manager Administration, Framework 'Alerting Framework'.  I don't see Alerting Framework anywhere under SAP Solution Manager Administration.  Thanks in advance.
